My guess is a tugboat pushing. But, on a place like the Hudson, and especially in the NYC area those lights can get camouflaged by the background lights and an oncoming barge not be seen by the naked eye until the last minute.
I don't have AIS, so the smart thing to do is find a gunk hole and watch a DVD movie after dark.
Two sailboats approaching each other, on the same course, who has the right of way?

perhaps if a kid turns out as bad and harmful as McShame, yes
rename the ship after someone who does a better job as a parent

Approaching each other it's the sailboat on the starboard tack that has the right of way.
I remembered that one because sometimes it gets a little crazy out there on a Saturday or a Sunday.
It's also a good idea, if you are coming up behind someone, to assume that they don't know that you are there.
