I find it very odd, the entire town is corrupt to the core, yet very few ever go to jail, and those that do are generally lowly staff or those down the food chain. What’s up with that?

Those not corrupted have been intimidated.
Draining the swamp will require re-establishing rule of law, and imposing consequences on wrongdoers.
It will be like a war to do it. I hope they do - but it will take a while to appoint people, and build cases. Next year, before the election would be about right, and would serve politically as well.
