None of these anti-American governors seem to have read Article 2 Section 2 of the Constitution. I would say that Trump actually has power to remove them from office under the Guarantee Clause in Article 4 section 4.

Not a one of these states is in the black, so sending the tax dollars, of their respective citizenry, off to China, India, etc., is out of the question.
