You are correct in that Maxine cannot be impeached; however...

You’re confusing impeachment with removal from office. They are two different things. Bill Clinton was impeached. However, he was not removed from office.

Impeachment is analogous to indictment in regular court proceedings; trial by the other house is analogous to the trial before judge and jury in regular courts. Typically, the lower house of the legislature impeaches the official and the upper house conducts the trial. In Clinton’s case the House did their part, but the Senate muffed.

Slick was “indicted” but not “convicted” and went on to serve the remainder of his term in office.
