Georgia Governor Nathan Deal Signs Campus Carry on May 4, 2017

Georgia Governor Nathan Deal signed the Georgia Campus Carry legislation, HB 280, on Thursday this week, May 4th, 2017.

May 4th was the last day that Governor Deal had to sign or veto the bill. The NRA Annual Meeting was in Atlanta this year.

Perhaps the stellar performance of NRA Meeting attendees helped Governor Deal in his decision. Crime tends to drop when 80,000 NRA members show up in town. The meeting was widely publicized.

From the office of Governor Deal at Georgia.gov:

Gov. Nathan Deal today signed HB 280, which permits weapons carry license holders to carry firearms in specific and limited areas on college campuses.

This legislation addressed major concerns voiced by the governor last year regarding HB 859, which permitted a weapons carry license holder to carry a concealed weapon into certain areas of a college campus that had previously been prohibited. HB 859 failed, however, to address Deal’s concerns regarding the prohibition of firearms in “sensitive places,” including campus preschools, disciplinary hearings, or faculty and administrative offices. As a result, the legislation was vetoed.

This year, the General Assembly overwhelmingly passed HB 280, which maintains the same restrictions present in HB 859. It also addresses the areas of campus over which Deal previously raised concerns, along with additional areas of college campuses where weapons would not be permitted.

“It is altogether appropriate that weapons not be allowed in sensitive areas on college campuses, and I appreciate the thoughtful consideration given by the General Assembly in expanding these excluded areas within a college campus in this year’s bill,” said Deal.

It is a significant improvement over current law.

It’s barely an improvement, little more than “now you can carry on campus grounds, but not in any buildings” - which is still d@mn near useless. There may be allowances/exceptions, but short of clearly labelling every verboten entrance, nobody can be expected to know if any given door is permissible to carry thru.

It’s a “significant improvement” insofar as something is better than nothing; it still prohibits extensively and chills everywhere else on campus (does the mere presence of one faculty office in a building render the whole building off-limits? are janitors “faculty”? if a whole building is off limits, can I carry on the porch to get out of the rain for a few minutes? if I unexpectedly need to enter an off-limit area, is there a safe storage location provided or must I travel back to my car, fumble with a loaded gun in an exposed vehicle, and risk it being stolen from there? if dorms are off-limits, how can a resident student exercise his rights? if I make a simple & understandable mistake, do I risk jail time?).

Progress, yes, but more like slogging thru a field of combat with a long, long way to go.

How does campus carry work when you have a CHP from another state that is recognized in Georgia? The federal firearms act prohibits out of state ccw within 1000 feet of school property. As my colorado legs instructor said “ try driving through Albuquerque and not breaking that law”

Universities are not “schools” under federal law.

In Georgia, under the new law, only a few places are prohibited on Campus. If your out of state permit is from on e of the 34 states recognized by Georgia, you fall under the same rules as someone with a Georgia permit.

First offense for Campus carry, under the new law, is a $25 fine, with no jail time.

That should be, first offense for violating one of the provisions of the Campus Carry law, if you have a permit, is a $25 fine.

I love it!

It's really very easy to tweak the Left ... all you have to do is recognize our rights, stand up for American values and the Constitution, you know, act "normal".

Nearly all on the Left are already irrational, so irritating Leftists/Socialists/Democrats (pardon the redundancies) at every opportunity is a worthwhile objective.

It has so many prohibitions that you can basically walk on campus carryiing but can’t go in most buildings. Its a sham from Deal and his closet Democrat friends and handlers.

Only a few places prohibited? Classrooms if a high school student is in there on dual enrollment, sporting events, frat and sorority houses, campus preschools, disciplinary hearings, and faculty and administrative offices. What does that leave? You can walk across campus, and make a few stops but likely would have to leave your weapon in your vehicle if you are in class that day or have any business in any office. Worthless sham.
