No he can't because the intelligence community would not go along with it.

Or they'd go further than that and fight congress's efforts to get to the bottom of the leak and unmasking scandals. And they are withholding information from Trump that might help him do a better job...

And they would leak private conversations with foreign countries like Australia.... etc. etc.

I do notice that the leaks promptly stopped right after Trumps tweet that he was “wire tapped” and the spotlight was focused squarely on the intelligence agencies.

I blame the leaker(s) for revealing that the agencies do spy on Americans which probably happens a lot and might be legal. I hope that person or persons is feeling the heat right now.
