Yes. In fact, why not have a dozen or more projects happening simultaneously. A lot of people seem to think building this wall will be like building the transcontinental railroads. It’s not. Once the prototypes have been built, and designs approved; the whole thing could be built in under a year (depending on funding, and absent the usual delay tactics in the courts, or protestors).
