Read the article closely - it’s a different situation in Miami-Dade, since none of the Cuban population is illegal and the Mexican/Central American population is relatively lower.
I can certainly understand their complaint about not being able to afford to keep the illegals in jail - and under Obama, that was very likely part of their strategy.
Under Trump, the deportation hearings will happen in a timely manner and there won’t be as many housed in local jails.
