I agree with that statement, except that I would remove the word “needlessly”. There is a valid reason for doing this. It is risky, but it also brings huge reward.

That’s pretty funny. It’s how I’ve been looking at it for some time, though I tend to apply a broader brush: I feel that way about most federal agencies.
