Details: More votes were found in just about all counties during the recount. For both Trump and Hillary. The reason is . . . Election Day night the ballots are at each neighborhood ward. Counting is done there and forwarded to county, from whom the networks pick it up. Criteria for accepting provisionals and absentees are strictly enforced at the ward level. Then after that night the ballots are sent to the county.
At the county level, during the recount (with not a lot of staff) all those absentees and provisionals are re-examined and in general more accepted than at the ward level. So vote counts grow, but in the tens or hundreds.
This certification event, btw, is a day ahead of schedule. They were to have all results in tonight by 8 PM and the state would certify by tomorrow.
