EPA is 100% under the control of POTUS. 100%.
It was created by Nixon with an executive order. Nixon showed Congress respect and CHOSE to submit his proposed head of the agency for approval by Congress along with his budget request for its formation.
All subsequent Presidents have shown Congress the very same courtesy.
However, as this is NOT a Cabinet level position the Administrator does not require Congressional approval...despite Pelosi’s claim Trump’s pick should be blocked.
The only power Congress has over EPA is funding.
I guess if Congress doesn’t like who Trump appoints to lead this agency they could withhold funding until he appoints somebody they like.
But Trump can have whoever he wants to run the agency and nobody can stop him...and he doesn’t need anyone’s approval.
I did not know that. Wonderful. Just defund. It is now a weapon for taking your stuff on the basis of no science.

You post that like it would be a “bad thing!” Just think, with no funding, there wouldn’t be much of a fight over thousands of people being laid off. And all of their nefarious programs would simply go out of business without any money ( or people ). The new administrator’s mission would be easy breezy with no money.
