Not sure this helps, but qualifying recount requests in PA apparently have to be done precinct by precinct. It’s not clear that the proper paperwork could be verified so quickly, so local results may not be acknowledged quickly by state election officials.

Meanwhile, precincts that had a qualifying request have or are recounting. It’s not unusual to find a very small number of absentee or provisional, etc, ballots. Anything more than a minuscule number better have a very good explanation.

Agreed. And to go and make comparisons with Franken 2008 or Gregoire 2004 is really ridiculous. Both of those instances took place with very close results and miniscule differences that triggered the automatic legal recount.
