Why is someone who garnered 1% of the vote allowed to demand a recount?

She has to pay for it, which she is doing with donated funds.

Someone correct me if I'm wrong, but even if she files the application and pays the fee, Wisconsin does not have to go ahead with it.

In one of the articles that came out BEFORE the election when the whole idea of Trump not accepting the election results was going around, one said that Pennsylvania doesn’t have to agree to a recount unless the petitioner shows evidence of irregularity in the vote counts.
