I don’t see how the U.S. can have bases on Russia’s doorstep in eastern Europe, but then try to complain if Russia does the same? Cuba can just as much invite Russia in as Latvia can us.
Even with Obozo still in office, I don’t think Cuba wants to go back to total dependency on Russia, and that’s exactly what would happen if Cuba let Russian military bases back in. With warming relations with the US, Cuba wants, and needs, US investment dollars to bootstrap its economy, in terms of tourism, sugar, and other Cuban products.
