I'm guessing that it has something to do with the property being zoned for rental to receive a lower property tax rate or something. With penalties if the property isn't rented out to prevent abuse. But that is just a guess...
I can imagine a misguided local law intended to force rents down and prevent population loss.
It won't work, but it will make libs feel good by punishing those who have worked hard enough to accumulate some rental property.
I used to live in East Liverpool and remember it well. This is YUGE that so many there are voting for Trump since they are all mostly Democrats there.
I also lived in the “pool” back in the mid 70’s. Unions, democrats, and the mob dominated the town. Dust from the potteries was every where. I guess the town is now classic rust belt, fertile ground for Trump to pick up votes.
