If you are trying to make a medical full care facility look real or if it is real remember it would need to be staffed 24/7/365 so even a small staff presence would take at least that many people to rotate. To just have private duty nurses when you figure days off and whatnot it takes several for one patient. If other caregivers are needed it takes more. A handful of the caregivers are likely full time staff, the rest are medical people that work PRN.

Good point about even a small core presence requiring 3 shifts for one job.
