This is lawsuit bait. There is a legitimate national security interest in protecting critical data such as election results. HOWEVER, elections are a state issue, the federal government has limited authority, even the Civil Rights Act was limited to certain states and is of comparatively limited scope.

There is no reason voting needs to be at risk, in Texas I voted using an optical scan ballot (fill in the circle), in Ohio, we used punch cards, in Kentucky I used a mechanical voting machine. None of these methods require the internet. New technology is not always the best solution.
