Because the "War on Poverty" created millions of fatherless homes, and encouraged the rampant creation of new babies so as to get more government money.
Children raised without fathers are generally not taught adequate self control and discipline.
In other words, the Government created this problem. Specifically, North Eastern Liberal Republicans created this problem.
That’s true but it doesn’t explain that
A) blacks were more violent and dysfunctional before great society which is why segregationists feared empowering them
B) black nations worldwide baring a handful are the most violent on the planet whether civil war or not
