I mean, that is what she is doing.

I mean, yes, Bush was running around with a sombrero on his head hobnobing with Vicente Fox to push amnesty for 18 million illegal aliens from South of the border instead of listening to the countless conservatives and nationalists who were saying the threat is Radical Islam and that "Usama" (as his name was spelled then) had already tried to hit the Towers once but failed to take them down so the Islamists are coming back to finish the job and how Janes Defense Weekly warned that the Islamists were training in flight schools so they can fly planes into buildings, but Bush was too busy pushing amnesty agenda to pay attention, so yes Bush has blame for 911 but not Hillary's email scandals, nor Colin "Obama's boy" Powell.
I mean, if she is going down the blame Bush route via Powell, Colin has always been a Hillary chump and then Obama boy Drmocrat, she using the same logic she should blame Obama.
Maybe Hillary can blame Wall Street, she has so many ties to them. Soon Powell will have to come out and endorse Hillary because he is being sent the message "endorse, or else you get the blame, and will be called Bush's boy".
He cannot tolerate being called Bush's Boy, so the blame threat may work.
