How is the question of jurisdiction addressed? How can a cop from Boston, for example, legally detain a suspect in Cleveland?

Just curious.

Second paragraph states that out of town LEO assitance can detain those they deem violators of....? but Cleveland cops will make decision to charge or not charge, proceed or not with arrests.

Sounds like the making of a fine mess

A cop can detain anyone, anytime regardless of where he’s from. And they can demand your papers.
