Not at all uncommon. Companies get away with stuff when they owe money to one another that you as an individual would never DREAM of trying.

Yes, one company I worked for wouldn’t do business with any buyer that had a reputation for delaying payments more than 60 days. We did a lot of business with companies that didn’t submit the highest bid.
