SCOTUS has already ruled that police have no duty to protect the individual.

Did they have guns? Just one real gun would have frightened the thugs into running in the opposite direction. The bullies are cowards.

Look up legal police duty to rescue. There is only a duty in 2 or 3 states and CA isn’t one of them. LEO are under no obligation to save anyone and if they claim it was not safe to help someone they are off the hook in every state.
