Washington D.C. is the area chosen by Congress to be the seat of the Federal Government

Article 1 Section 8

To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of Particular States, and the Acceptance of Congress, become the Seat of the Government of the United States, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards and other needful Buildings.

The above gave Congress the power to create DC to be the seat of power for the Federal Government and gave it jurisdiction over DC.

The below also states that congress has authority over Federal territory.

Article IV Section 3.

The Congress shall have Power to dispose of and make all needful Rules and Regulations respecting the Territory or other Property belonging to the United States; and nothing in this Constitution shall be so construed as to Prejudice any Claims of the United States, or of any particular State.

Specifically DC is the only area inhabited by civilians to which Congress has the sole jurisdiction as government, should it decide to exercise it. The citizens of DC do not have the right to elect their local government unless Congress decides to give it to them and it can be revoked by Congress should it chose to do so.
