Yes, if the artist retains their rights and does not allow an agency to automatically administer such things, the artist can grant licenses to some people/groups of people/classes of people for the right to replay the song or the recording of the performance of a song under certain circumstances but deny a license to a specific person or entity. However, if the artist grants a person or entity a license in exchange for money, it becomes an exercise in contract law for the artist should they want to revoke the license - the artist would have had to grant a conditional license and the licensee would have had to violate the terms.
I’ve had to learn about this because I do post the occasional video on YouTube and I managed to get licenses from a number of 80s artists on recent performance material they retained their rights to. I’ve had long discussions with them about licensing - many are bitter or sad about how easily they sold off their rights to their original recordings back in the day.
