Locking from inside is fine if a rescue worker can enter from above or below the stall, but you are going to need some kind of security sensor that goes off if a breakable barrier is set in place. Of course, vandals might have loads of fun with that kind of thing.

Think I caused a misunderstanding when talking about individual locked stalls when I should have said rooms. A room that has a commode and sink where you can lock the handle for complete privacy. But as you say government buildings and shopping malls have a big restroom with lots of stalls and sinks in the open which would not be safe for women and children if the perverts get their way.

This is an issue where the men are going to have to intervene and not allow this nonsense to go forward. Men must protect the women, this is a line that cannot be crossed.
