So the story is that the LEOs at the roadblock were planning to massacre everyone but the pursuit agents weren't briefed in on the conspiracy so everyone hand to stand down.

I think they got over-excited. They might not have had the correct personnel for the job down at the second roadblock.

For one example, one dipstick ran out IN FRONT of the oncoming truck.
