it should have been a categorized as a classified cell phone, but was probably not. then mills (allegedly) received the classified information on it, which is illegal. failing to report the loss of a cell phone designated as classified probably does not apply, since the designation probably never took place. however, losing information marked classified still would need to be reported to some security office for SOS. OK, it probably was not reported. Where is the SOS security office in all of this?
It is more an indictment of all of Clinton’s aides and Clinton herself for having such cavalier and sloppy security, than just Mills herself (imho).
