“Cut off the supply” was the point of the War On Drugs.
Problem is, one can grow plants or mix chemicals at home, just as one can mill blocks of steel and make guns in a basement. Heck, people (customers!) have been caught making meth in Wal-Mart.

Heroin is NOT addictive after one use nor is it fatal upon abstinence (though alcohol can be).
Read, “Romancing Opiates,” by Theodore Dalrymple. He was a prison doctor in England and dealt with a lot of addicts. Much of what we think of opiate addiction is fueled by misinformation from movies and TV. The average heroin addict becomes and addict over a period of 2-3 years suggesting that it is not as harmful as you mentioned (I once believed that too). In fact, according to Dalrymple, it takes a fair amount of effort to master its use and some work to become an addict.
This is not a defense in favor of Clinton’s suggestion, just a statement of fact.

I think it would help if we didn’t protect poppy crops. Afghan production has tripled since we invaded after 9/11. It was actually lower when the Taliban ruled as insane as that is.
The only thing that really cuts off the supply of anything is a cut off of the demand.
And execute the drug dealers.
