I don't think FS-240 (or any other predecessor) was required, or is required. Other forms of evidence can substnatiate the same facts of parental citizenship at the time of birth and residence duration of the citizen parent before the birth.
Such a form would have been first made available to a child born abroad of a citizen mother and alien father on May 24, 1934. Before then, a citizen mother could not transmit her citizenship to a foreign born child.
What I think is not important of the Form 240.
It's simply a distraction from the FACT that TED CRUZ meets ALL requirements to be President.
