Cuba has a chlorine producing plant near the Matanzas river which pours its effluent directly into the bay. The people wait around for its discharges because it stuns the fish and they can pick them up directly out of the water.
Only a complete moron thinks they are going to change their environmental ways.

I won’t even read the accord but I can predict it’s content. We will send you $4billion for Cuba’s promise not to burn leaves in the street and to make all snowmobiles sold in Havana subject to US EPA restrictions.
