If we give the phrase “the State that established the Exchange” its most natural meaning, there would be no “qualified individuals” on Federal Exchanges.

Roberts is saying that if we read the law the way it's worded, it doesn't work. Therefore we must read it in such a way that it does work.

We now have to ask the SCOTUS which words and phrases have natural meanings and which have unnatural meanings.

Actually, the question becomes, what other laws can we now interpret in such a way that it fits our narrative?
