When groups go wild as in riots or looting, I think you put it down with force. Sorry, but nobody forced rioters and looters to be out there.

If it’s a peaceful protest, even if not sanctioned, I think you have to allow it. When it goes rogue, all bets are off.

If a person decides to be a part of a protest that can go terribly wrong, they need to know their risks. They are betting their safety on the people out front and along the way, that can insight a riot.

A person needs to have an exit strategy ready, and use it rapidly if need be.

It should be realized, there are frequently agitators out there, hoping a violent situation will develop.
