Her words were clear and could not have been twisted or taken out of context.

I think it was a Freudian slip. She thinks it, but should know better than to say it. Probably didn’t even realize she said it.
People make dumb mistakes, but she or her staff should have clarified / taken it back immediately, not try to walk it back 24 hours later (after bunkering down somewhere)

According to one of her flunkies, there was a statement within her statement entirely different from the actual words. And the public was just a little too stupid to understand that statement-within-a-statement. But, evidently, so were the rioters too stupid to understand what she meant. So the conclusion is that she made a stupid statement or the rioters were/are too stupid to understand her nuanced speech.
She really wants her buddies to continue looting and burning.
