You’re right, it seems inexplicable. On reflection however, I think the gangbangers are rioting because their targets are being reduced.
Every time a black man is killed by anyone other than them, that’s one less target they can practice on—one less chance to do a drive by shooting.
This is the only way I can make sense of it.
