I don’t think he would do that. No way to hide the mass non-compliance.
The citizens are much tougher to push around than the spineless congress.

I suppose he could try that but it has zero chance of working. He would need to get some sort of half-baked anti-constitutional law through Congress first - which is unlikely on this issue. Also, the lawsuits from states like Texas, Kansas and a number of others who have rallied for state protection of citizens’ gun rights would delay any real implementation of any such effort.
I almost wish he would try it.
