Take out Mecca, and that big black rock, with nothing more complicated than an air burst about 500 feet above the target area.
Hell, it would not even have to be nuclear. A “Mother of all Bombs” (Massive Ordnance Air Blast), detonated like that, would flatten just about everything within a radius of a couple miles, including all the pilgrims making their hajj.
It would sharply curtail religious tourism.
We should have done that about 2 days after 9-11.

I have predicted this will happen for some time.
The resulting malaise in the Middle East would likely lead to the restoration of temple sacrifice in Jerusalem.

Then let’s get to it.. Didn’t the U.S. send some troops over to Nigeria last year? Have not heard a word about it since. I guess we can’t be expected to take any action since we didn’t do anything about the slaughter in Rwanda - for which Clinton apologized for if I recall. And didn’t Samantha Power apologize also?

If the wind pattern was just right, the folks in Yemen would not only see the cloud but feel the pain.
For the nuclear squeamish, a GBU-43/B, with a BLU-120/B warhead would create somewhat the same effect without the radioactivity ...
Besides which, the jihadis said in an interview (now lost) shortly after 911, if Mecca were destroyed in a nuclear blast it, would prove allah was a false god to which they would never again pray. It would be too humiliating to pray to a false god in a radioactive place. They, to the man, said they would covert to either Christianity or Judaism, else become atheists.
