I have been thinking the same thing, but I think that the alcoholism nay be enough to account for his actions.
There is no dignity in the House.
Small children, babies, antsy tots. . .all sitting in the House while the vote is taken.
The House is a place where serious business is done affecting the greatest nation on earth. Bringing in babies, tots and children adds nothing and is a disruption.
Historic moment selecting a speaker? Sure. But a baby/tot/child is not in awe of the process and is basically a prop.
What’s next? I forecast a House member during regular business running the floor and holding her baby in her arms.

Boehner has allied himself with the Executive, he repeatedly aids the Executive’s usurpation of Congress’ exclusive power of legislating.
Boehner should be expelled from the House of Representatives, instead the Republicans made him Speaker again.
