International climate talks in Lima, Peru, are entering their final week, with few hints of whether a newfound optimism that marked the start of negotiations will ultimately translate into an agreement that would rein in climate change.
Poorer nations are struggling to nail down significant, steady funding from industrialized countries to help them cope with the damage from climate change and to develop their economies without relying on fuels such as coal.
Over the years, participants at U.N. climate talks estimated that $75 billion to $100 billion annually in public and private funding was needed to help poor countries cope with climate change. But on Friday, the U.N. Environment Program issued a report saying that even if emissions were drastically reduced, "the cost of adapting to climate change in developing countries is likely to reach two to three times" the previous estimates by 2050.

That’s where the proverbial rubber meets the road.
No one is going to be able to convince undeveloped countries to not develop and advance. No one is gonna be able to tell poor nations to remain that way, because of our hoaxes and enlightened wet dreams regarding mythical climate change.
The really intelligent nations will make agreements to accept money from the wealthy developed nations(the fools), while continuing to do as they wish anyway. Ironically, they’ll probably take at least part of the money from the stupid nations and invest it into their energy infrastructures and national defense.
LOL! Sorry, these asshats quibbling over an “issue” that humans can’t control is not even on the verge of ridiculous anymore. It’s way beyond. Did some of the under-developed countries delegates have to fly commercial in coach class while some of the wealthy flew in private jets or maybe had to lower themselves to fly 1st class commercial? I really, really, really don’t like these folks. Now, where did I put my green anaconda? Guess he’s on the other side of the mountains.

Would “developing” countries use these proposed fund transfers for their intended purpose? Did the US States use the tobacco settlement funds for their intended purpose?

The poor nations could care less about climate change; they want stuff.
Cannot speak for the other countries but bet on Peru not going along with this crap.....maybe some polite lip service but thats it!
