Officer who fatally shot Tamir Rice judged unfit for duty by police in 2012

A police officer who shot a 12-year-old dead in a Cleveland park late last month had been judged unfit for police service two years earlier by a small suburban force where he worked for six months, according to records released on Wednesday.

Officer Timothy Loehmann, who killed Tamir Rice on 22 November, was specifically faulted for breaking down emotionally while handling a live gun. During a training episode at a firing range, Loehmann was reported to be “distracted and weepy” and incommunicative. “His handgun performance was dismal,” deputy chief Jim Polak of the Independence, Ohio, police department wrote in an internal memo.

The memo concludes with a recommendation that Loehmann be “released from the employment of the City of Independence”. Less than a week later, on 3 December 2012, Loehmann resigned.

The vid looks like a drive by cop shoot!

Swat tactics deployed against civilians yet again.

Bet they didn't even bother to listen for shots fired before deploying, because there weren't any!

Maybe the other deoartment gave him a POS weapon like some 1980’s Glock 17, by Mattel.

“Loehmann shot the boy dead within two seconds of a police car driven by Garmack arriving to the park and pulling to a stop within feet of the child. In the video, released by Cleveland police a week ago, Loehmann appears to fire his gun as he opens the door to leave the police car.”

It sounds as if he was suffering from depression at that time. Most people probably are not fit for police work... or firefighter work... or EMS work. They are tough jobs. If only this man had chosen another occupation.

They found him out before he could hurt anyone, but because of his chosen field of work, policing, he just found another job as a policeman somewhere else.

It was a play on the saying good news, bad news.

The city of Cleveland should be bankrupt after this kid’s family gets through with them. This guy should never have been hired. It seems to me he was looking for a chance to fire his weapon. The 15 year veteran with him didn’t even pull his weapon. Unfortunately, I believe there are way too many cops out there who can’t wait to kill someone or some thing. Maybe a dog? When will they start shooting cats?

I'm trying to picture an iron work getting weepy walking beams on a high rise building, or an electrician making connections in a high voltage service vaults, or a laborer digging underpinning under mega-ton buildings. Cripes give me a break on how hard is police work. Plenty of men work dangerous jobs ALL DAY LONG.

Unfortunately, they always seem to “find” enough of “other people’s money” to make the payoffs. And they also manage to cover up their managerial ineptitude. You never see the moron who decided it was o.k. to hire this cretin get his walking papers either.

Very true. There are many dangerous jobs. And there are many people who are not cut out for any of those jobs.

I'm merely expressing a wish that this man had chosen another occupation. Then maybe, just maybe, if another officer had been sent to the park that day, the situation might've been handled differently. (Or maybe not...)

The atrocity in which the city of Independence passed this guy off to Cleveland reminds me of this murderer that was passed off from the hospital in San Antonio to a clinic in Kerrville-
