There hasnt been a full shut down of government, ever, as far as I know. Under a so-called shutdown, only about 15% of government services stop, as far as I recall.
This could be used to our advantage, as people realize that nothing happens under a "government shutdown." The term would become a running joke as an empty threat.

Under a so-called shutdown, only about 15% of government services stop, as far as I recall. They used those that were shut down, to shut down the memorials and parks, so it was probably just a reallocation of resources.
As I recall all those effected, were promised they would get their full back pay. Shut Down = Paid Vacation, pretty neat.
