It's not a defense of him at all. The point is that it was members of Congress who submitted false information to the the CBO which should be (and probably is) an actionable criminal offense.
Why haul him in front of Congress when we have a full confession of the facts from him on video tape?

Investigate pajama boy. There is no doubt as you’ve mentioned, that there are others who have lied to the CBO. He might say something about some key people if granted immunity, as he has already openly stated things that can get him in trouble.
As congress finds that more people were involved in lying to the CBO, there will be more pressure to dismantle/repeal 0-care.
