On Monday, they will mark 20 years since Proposition 187 — the landmark initiative withholding public services such as healthcare and education from those in the country illegally — qualified for the ballot.

And it passed quite handily, but then some black robed criminal (Felton Henderson I believe) decided that the State Constitution and the People's will did not matter - he was going to squash it all by his lonesome.
Also note that this Proposition was written to deal with people here illegally. I.e., law breakers... But of course that was when we foolishly thought we were a Nation, and a Nation of laws.
