Personal gain (the carbon credit exchange trading scheme).
Religious fervor (dirtworshipers).
Insanity brought about by potential humiliation.
Any government which attempts to perpetuate this scam is either mentally unbalanced as a whole, or stands to make enough money that it will be worth the derision and contempt of having been so wrong and known it and not admitted the error. (Both factors are a possibility, too.)
