It should be aimed at the White House.

Obama: I'm Concerned About a Loose Nuke Being Detonated in Manhattan

Oddly enough, he doesn't seem too concerned about a nuke being detonated in Washington DC. Where he lives. (When he's not playing golf. Or traveling the world on the taxpayer's dime.)

“I always wonder why some rogue nut cake or terrorist hasn’t set one off also.”

It actually would not have much effect. In 2011, the world financial system was located mostly in NYC. Since 9-11, all the financial systems have backup capability outside NYC.

A nuke in NYC would kill a lot of people but it would not be a crippling blow to the world’s monetary system.

A high altitude EMP might have better effect at crippling the USA.

The USA is actually pretty well backup up regarding most industries. We have a lot of redundancy and our economy is now pretty hard to kill with one nuke.
