According to leaked Indian intel reports The reason for the Pakistani incursion several years ago into their lawless region was to recover one or more stolen nukes. If Iran wanted one all they’d have to do is pay for it. That’s a much less risky approach. Also, its probable there’s already a black market for nukes.
That is more of a business deal. Does not require military action, just petrodollars.
