I’m uncertain what this means. What was “the current policy” at the time this report was published?
The BSA membership policy between mid-1980s and 5/23/2013 was essentially "DADT", i.e., don't ask, don't tell with regards to one's own sexuality. Before then, it was just understood, i.e., no written policy for the public, that open homosexuals could not join.
