Try control panel, user accounts, manage accounts. This should allow you to setup an admin user name.
Try just rebooting first.
In the users accounts I found that I am the Sys Admin after the computer had told me publicly that I'm not! How does that work?
I posted the question to this thread after I solved those problems and rebooting was a major factor.
The other PC had a slew of odd stuff happen starting with an Avast update. It froze the pc in the middle of the update and all I could do was restart it after trying to get task manager a bizillion times.
The restart began with an unauthorized installation of Google Chrome which I abhor. The initial botched Avast update hadn't visibly gotten that far to when you opt out of Chrome.
Uninstalling was like trying to talk Obama out of office and with that gone none of the links in my email would work. It was like a fire drill of mental patients.
Thanks for cluing me in on Users Accounts. I'm sure it will come in handy in the future.
Now all that's needed is to wait till massive TOM TOM GPS update finishes.
