Is Trey Gowdy a member of the British House of Commons or a similar parliamentary system? If so, then he can have a vote of No Confidence" against the party leader. Otherwise, it doesn't work that way in the United States. You can't change leaders in the middle of a session.
In theory I suppose he could call for a "no confidence" vote against Boehner and it could even pass, but it would have symbolic effect only (unlike in parliamentary systems where it would cause the government to immediately dissolve and new elections to be held).
Ironically, I most often see the "we're a Republic, not a democracy!" people demand "no confidence" votes, which just proves they don't know what a "Republic" is, and despite the fact they claim to defend it so much, they seem to prefer an old European style monarchy, complete with no confidence votes and government-appointed upper houses.

I hear you. as far as No Confidence goes. I don’t know what the correct terminology is, I only know that what we currently have as SOTH is a weepy pliable mound of jello that bends over backwards to go along-get along.
Until we get someone in that position that is willing to push back and actively fight this admin, this will continue.
Boehner is the very definition of the term “dirty irma”. I would contribute to a fund to purchase store-brand gins and smokes from an Indian reservation and just bribe him to go away and smoke and drink himself into oblivion.
I would offer the “Toby” treatment to him, as I did FMDJ, but Boehner is way too stupid to learn anything outside of how to operate a keg tap.
Boehner isn’t even good enough to refer to as a member of “The Old Country Buffet Gang”.
And he’s the highest ranking official the GOP has in the Legislative Branch.
Sad.
It would essentially be a “symbolic” way of the majority of Congressmen saying “Boehner sucks!” In that way, it’s similar to Congress coming up with a “congressional reprimand” to make statements on the record that one of their members has been a naughty boy or girl.

If they’re going to do that, they might as well pass a “No Confidence” vote in the Obama administration itself, rather than Boehner. But the reason they won’t do that is that most of the GOP congressmen are like Boehner, and lack the spine to pass such a resolution in the House and “embarrass” Obama.
If they wanted to replicate what real Motions of No Confidence look like in parliamentary systems, they could even follow the wording and write a list of reasons why Obama is unfit to lead and conclude with a statement like:
BE IT RESOLVED that the United States Congress expresses a lack of confidence in the President of the United States, Barack Hussein Obama.
BE IT FURTHER RESOLVED that the United States Congress calls for the immediate resignation of Barack Hussein Obama as President of the United States.
