I downloaded the YouTube Video and I am trying to capture a few frames that are very curious.
between 0.06 and 0.09,
It looks like the Cops on the Left side of the image are concerned with a passenger. ( I know angles can be deceiving)
In addition, watch the guy (cop) in the black shirt that initially seems to be raising his weapon toward the passenger side of the car.
At 0.29 there looks like there is an ADULT PASSENGER.

I downloaded the youtube video and finally grabbed the frames I wanted.
I wish I could run the first image in slow motion so you can get a sense of the body language expressed by the cops that are reacting to the "Threat".
I'm working on that.
I know angles can be deceiving, however it looks to me that they see a threat on the passenger side of the car.
The second set of images, clearly shows a passenger.
