Seriously, these "kids" are into the second stage of sociopathy. The authorities or some serious adults should look into the immediate neighborhood and determine the incidence of abused, injured or mutilated pet killings.
Clearly this is a government housing neighborhood. I can't imagine any normal family living among these feral little animals by choice.

Another person here brought up a very valid point: where were the parents of the little bullied toddler? I sure wouldn’t let a kid of mine into the street or even outside without supervision, especially in a crummy place like that. What also was interesting, talking about lack of empathy, was that the boy that told the bullying girls to cut it out (in a very weak way, but he did do that) then wanted the camera’s attention to witness his gymnastic trick. They have no feelings for the crying little girl, only themselves. Sick kids, gonna be the types to find guns and shoot someone for the sheer thrill of it. SCARY!!

I just Googled all the Minnesota newpapers and TV news shows to find their coverage of this. Can you believe THERE IS NOT A WORD MENTIONED in ANY of them??? This heinous act of callous bullying and harm to the little white toddler has completely been swept under the rug, and the Facebook page of the little darlin' who kept shooting the video and in fact encourage those 2 pieces of excrement dressed in pink to hurt the little girl even more, slap her, take away her toy, etc. On his Facebook page, he had a picture of a loaded pistol and made statements about wanting to kill people. NIIIIIICE!

If my daughter faced that, I’d be moving pretty quickly, as I’m sure the neighborhood will only get worse.
Of course! No family I have ever known would be that careless and clueless, or hopeless.
There are also, of course, white poor, subject to the same problems of drugs, alcohol, ignorance and indifference, but they are so far outnumbered by the sociopaths that homelessness might be a marginally better life.
That mother should be brought up on child abuse charges.
